Alcohol and tobacco: worse than cannabis?

A new report from some of the UK's leading drug experts has ranked alcohol and tobacco at number 5 and 9 respectively in a list that also contains heroin and cocaine. Based on the physical harm, likelihood of addiction and social impact such as healthcare costs it rates alcohol and tobacco above cannabis, LSD and ecstasy. Should the government review the classification of drugs? Where would you rank alcohol and tobacco in the scale of dangerous substances?
