how do you feel about elected officials ways of avoiding responsibility

in several attempts to contact a local official. i'm still where i was when i started, maybe a little dazed and confused now. if you can't get local assistance in a matter of government where do you go if they keep saying thats not my department and send you somewhere else to tell your complete story over to some one who sends you to some other person. you waste a day and still no where.. had this happen to you?
