can we make our own paypal account without having a credit card?

when we make our paypal account, it seems to be a cakewalk and everything goes on smoothly, but when it comes to the verification of the nationality, it asks for the last three digits of the credit card, now my question is that can we make a paypal account without being in possession of any credit card?

As you said , we can have a Paypal account
without a credit card . And we need not worry
about verifying our account if we can bear
certain limits imposed for the unverified
accounts . The limits are on sending funds
and withdrawing amounts .
And Paypal is a secured site . We need not
worry much about providing our credit card
information to Paypal site .
