Deadbeat parents

In Ohio Deadbeat parents can go down to child support for a limited time and pay one month of child support and get their license back. Their license has to be suspended due to nonsupport payments. This is a nice gesture but what happens when the deadbeat parent owes a large sum of money and keeps on purposely quitting their job? The parent receiving the money is always happy to receive some money for their child. The problem that I have is this: There is no consistency. It's not about getting paid a lot of money. It's about the absent parent taking care of his responsibility on a regular basis. What is your opinion?
