Developing games on the PS3 vs Xbox 360

ok, there are already around 12393849389 discussions about PS3 vs xbox 360, this one is a bit different. I want to ask you guys if it is true that is take 2-3 times longer to develop games on PS3 because of the poor design of the machine? I've even heard a person say "Most game developers hope the PS3 engineers die in a horrible horrible death for not listening to the developers" And remember, theoraticly PS3 is stronger. Please be specific, and try not to be biased.

For a fair chunk of content I would guess it would make little difference, as the developers will be using some middleware abstracting away the details of the device.

It's a theory. I'm not an actual game developer, but looking at the hardware of PS3 and XBOX it's not that PS3 is way waaayy up high than XBOX, I think it's still leveled at certain point. So I perhaps it's because the type of hardware that PS3 use. Each hardware must have specific instruction implemented on it, you can't see that in High Level Language. So maybe, maybe, the hardware of PS3 is not very compatible to moist of game developer engine. For instance, the BluRay technology, many people doesn't use the BluRay, more go to HD-DVD (don't start a discusion about this here..). It's like mac and windows in the old times, an OS for CISC and an OS for RISC processor, different instruction.
