should india start its own entrance test for foreigners?

since all developed countries have their own tests failing which people can't enter the country, should india too start its own test...india must stop the sudden inflow of people...also, many antisocial elements can enter through illegal means...thus, if there were a test and a score people realy wanted in india will be given an entry... others can be barred...what is your opinion on this...
