does anybody knows how to use a TV card with laptop?

The tv tuner card can be hooked up to a television signal, typically cable or component video. The card translates the tv signal into a digital one that can be displayed on the monitor, or recorded to the computer's hard drive. My friend had one on his pc, and it worked well enough for him to use his computer as his television screen. Pretty nice capability when you're moving around a lot for work and school. Cuts down on the amount you have to pack =) That's probably more simplified than it really is, but it's the general idea. If you're looking at getting one, make sure your computer goes above and beyond the minimum hardware requirements listed for the tv tuner card. A guy I worked with tried to hook up a card on a system that simply couldn't handle it, and the picture quality was HORRIBLE.
