The dreaded DTR (define the relationship) - what's that about?

I truly believe that a single girl and a single guy cannot be friends for very long without the DTR moment, when you define the relationship as just friends or something more than just friends. How do you bring up a DTR with a person you like? Should it be a guy's responsibility to bring it up? Should you even do a DTR first or just go in for a kiss?
