Mothers who smoke in the car with your children

Do you think mothers should be stopped form smoking in the car if they have children? If so how would you instigate this?

I think there is enough proof out there to show what passive smoking can do to others, so I really think that should be enough for any mother or parent to stop smoking in front of their children so if all the information that is given doesn't do it I don't see how anything else is.
