Issues of relationships-who should make the first move?

In the time of our fore-fathers, it was taboo for a woman to make the first move on a man to say I love you. She could only afford to give indications of her feelings. This situation is still the accepted norm in my culture. My question remains, should a woman be bold enough to break from the usual norm and start making the first move in love affairs?
