what is the best video card?

I am not that familiar with video cards or even their brands and specs and I wonder what video card is best considering that it is not that expensive (i'm still a college student) yet good enough to handle most of my application programs, as well as some games. Is there any way to know which specification is really important in choosing one? Hope you can help me. Thanks.
