Root Barriers

Do Root Barriers hurt the tree? My neighbor wants to put Root Barriers down between our Properties. I am afraid cutting the roots on my Live Oak will kill my tree? There is probably about 25 feet between my tree and his foundation. My tree is on my side of my fence. Chances it will kill my Live Oak? Thanks!
