How do you go about reporting online businesses to all the proper authorities?

I'm having problems with a certain money making site and it has me totally mad. They give one excuse after another on why their offers are not going through. "I need to wait at least 14 days" Well, I have waited a month and a half!!! I think it is time to do something about this. At least try to close them down so others don't get the same run around! Thanks
