95 monte carlo overheating problems

i've pulled the old thermost and checked in boiling water it opens still....what else could my problem be: and on the firewall i noticed a pvc elbow pointed downward it was leacking water at a consaite drip...could this be the problem instead....i dont have a great deal of money...being as i have 4 kids help???...Please Thanks!!
