how to deal if youre not as fast as your boss wants you to be?

I have a very good well paying job. I'm a permanent federal government. I work really hard but management has decided that we aren't working hard enough unless we are able to complete 4 files an hour. Some hours I can do this, and other days I can only complete 1 or 2 an hour. I'v been very stressed out about this. I'v skipped lunches and breaks and stayed late trying to meet production quotas but some days you have have bad days and very complicated files which can't be completed in 1 hour, let alone i day even. I'v talked to other people I work with about this, and they all agree that the 4 hour production quota is a bit high. My boss hasn't said how he feels yet, and I am very afraid that I am doing really bad and that he's not happy with my performance. Is there anything you would do to either relax about this, and not care how fast you are (after all there is no way I could ever get fired). It's hard for me to relax because it's embarrassing for me to not be able to make production.
