Is it okay to litter if....?

it's food that animals will eat (apple core, strawberry tops, etc.)? if it's biodegradable?

Where I live it is not advisable because if food is laying around the rats will come. They live in sewers and as soon as garbage is left out in the streets the rats come and eat it and they multiply and become a plague. So it is better to put it in the gabage cans.
