Ugly little bumps on my legs

I hate to wear shorts in the summer because I have little red bumps on my legs. I don't pay much attention to them during the winter but the first time I put shorts on in the summer I am completely embarrassed. I think it must have something to do with shaving because they seem to be ingrown hairs (I know, it's gross!). I have tried different things, shaving more often, less often, hair removal creams, electric razors, putting lotion on everyday and the results are no different. If I eventually get some sun on my legs they seem to get better, but that means I have to wear shorts sometimes and that takes me back to my original problem. Does anyone else have this problem? Any suggestions?

i have this problem also, it mainly affects my upper legs rather than lower don, and yes it is down to shaving.
hair removal creams will have the same effect as basically you are just making your skin sensitive though removing the hair.
you could try waxing instead, as though this is more painful it actually affects the skin less than shaving and creams do.
also moisterising with a thick cream after shaving will help (i use coconut oil cream) as it helps to get rid of the irritation.
