Another pet peeve of mine regarding our Government

One of the federal programs that irritates me most is the flood insurance program. Our tax dollars, hard at work, compensating millionaires for the damage to their beach houses. Isn't this supposed to be a capitalist society? Am I the only person in America who thinks that, if the private insurance industry won't sell you flood insurance on a given site, maybe you SHOULDN'T BUILD THERE?
Now, I'm not talking about insurance for farmers cultivating in a flood plain, or mobile home parks five miles from the beach. I mean the biga-ss mansions right on the dunes. Every single marine science museum I've ever been to has some kind of exibit or information on the changing nature of the shoreline, beach erosion, etc. This stuff is like 5th grade Earth Science - the ocean gives us the beach, and the ocean takes it away. That is a rock-solid guarantee -build too close to the sea, and it WILL take your house. It's only a question of when. Since the probabilty of loss is 100%, over time, why, oh why are the losses paid with our tax dollars?
