electrical codes State of AZ  

We recently purchased a new house. It rained yesterday and the exterior GCI outlets tripped. The cad cell on the gate lights did not come on and they were very hot to the touch. We flipped the one 20 amp breaker and discovered that the entire 3 car garage was also on that breaker.
All total, there are 5 single interior receptacles, 1 double interior receptacle, 4 exterior receptacles, 4 interior lights, 2 exterior lights all being controlled by the one 20 amp breaker.
Can you tell us if this wiring meets the electrical codes?
