I need tutoring in Google Adsense, SOS yah all!

We are publishing a new website soon, it's all about giving free advices about anything to people who need one (it's coming soon), and I heard that we can copy paste advertisements to our website but I don't know how to start it, Google Adsense. I have a blog at Blogger.com too, I wonder if i could post advertisements there also. I live in the Philippines therefore I wanted to learn particularly about that tax implications for Adsense. Do I have to file tax papers in US or not? I hope you can help me out on these guys. Any additional info about Adsense and similar services is also welcome. Thanks... Keep safety...
