The next step is whether you want to use paid programs or free programs. If you choose free programs then you have to be careful as some of the sites donot support some feature. According to me www.blogger.com is a good site where you can start your blog career and if you have no idea then you start with www.wordpress.com but let me tell you that wordpress doesn't support adsense in free version.
You can also download free ebook from the net by searching through the search engine about the guide for blog making for beginners.

Click on this link, then go to the top right corner where it says "create blog". Click on that & follow the instructions.
