installing rack and pinion in 1993 Plymouth Voyager

a friend of ours started to install the rack and pinion in my Voyager. Well we need to get installed. The problem we are having is the gear on top of the rack that goes into the steering will get part way in where the teeth mesh together but it wont go completly in to the steering.Does any body have any ideas. We really could use some help here. Thanks
