Is sending your resume out to too many people a bad thing?

i have never really heard of people just sending resumes out, I am not sure if it is a good thing or not, I guess exposure and the keeness to try should account for something but maybe an introduction type thing would be more professional and then take your resume with you once you get the foot in the door so to speak. I will be interested to see what people say on this one..
