Encouragement or condemnation,which is a motivator?

Im writing this because of the experience i had which left alot of questions on my head.
I still wonder if there is any good work done on a sunday that could be compromised for not going to church?
our encouragement plays a vital rule in the lives of others and the could go along way to save lives beyong our imaginations.
but it's rather unfortunate that most people we look up to are of the habits of condemning others rather than encouraging them the right way.
Let me go straight to my story.I worship with living faith church which is located in a street,where i thought could have been best called the Church street,because the are more than 21 churches located in it.
It is Ironical that no matter how fast you may drive in others streets,immediately you turn into this street you must slow down.This is not because it is residented with churches but because the roads are filled with pot holes and broken cooltyre.Such bad roads that if you negociate a pot hole you won't even engage the second gear when you have arrived at the second one.
On a certain sunday,when i was going to church,i noticed that a group of peopple were busy filling the pot holes with broken stones and sand inorder to help motorists make out their ways comfortably to their various desinations. some people passing by extended a hand of appreciation and also encouraged them.And they were some group of people who stood by to condemn their act and declared that it was wrong for them to do such work during church hours instead of being in church.
Though these fellows tried to explained that their nature of work never gave them rooms on weekdays except on sundays,but the kept on reproving them.
It disturbs me to findout whether these good fellows should be persecuted for their goodwork or rewarded?
Whether the should be encouraged or condemned?
And if viewed from a christian prespective,Are they worthy to merit Heaven or Hell?
