We need a super hero, who wants to do it?

Not what we saw on TV either. A real super hero/vigilante. One that takes the law into his/her hands and distributes judgements. What are some of the things that he/she would need. No gun though. Laws, we would need laws like we can not take a drug dealers money for our own use. So lets start with laws. #1 Law, no killing unless we know 100% that the subject killed someone or is going to kill.
