What is a "possible explosion"?

We have a police scanner and it just came acroos that there's a "possible explosion" in a trailer park. Neighbors there heard an "explosion-like sound" and can see smoke coming out of one trailer.
Now maybe I'm just being picky but to me it either IS an explosion or it ISN'T...there is no "possible explosion". The thing banged and poofed, that says explosion regardless of the cause or whatever.
So how would you define a "possible explosion"? Any thoughts?

Loud sound closely resembling an explosion, possible that it is an explosion but the police are unsure at this juncture, we will update you as soon as we have more leads in this late breaking story.
