how to create a blog website?

I have a blog at http://lindazhao333.blogspot.com,, and I'm trying to update everyday, in 3 languages, since I'm a language translator, but sometimes I was busy in work, or tired, didn't have enough time to do all the 3 languages, also my blog is just dairy, nothing special inside, maybe ain't that interesting...

I joined linkreferral.com to get traffic exchange, and also joined technorati and other social web sites, to claim my blog, but haven't been doing that well, the reason probably could be that the content I post ain't that interesting,but that's all I can do, I don't know how to get more traffic...

Seems a challenging question, but thoughtful question. I mean creating a standard web site is not too difficult using free editors and maybe free hosts. But to create a comprehensive site for people to create blogs, might mean a lot of code scripting (and server space) to generate new blogs for users, and their templates, and enhancement features. I'm guessing it's more of the programming that would be a challenge. Maybe search the mylot blogs, particularly for the lifehacker blog, which may describe how to create a blog creation site or similar. Another way is to have a look at the source code for blogger com, and try to edit it with a html free editor to get a idea of how it all inter relates within the various sections...
