how to set up the internet server?

Ok my problem is this. My husband has moved to a new office place so his isp had route the line of internet to the server of the office.There is a little LAN at his office.There is no one at this moment who can deliver the line to other computers. Can he do it by himself? What must he do to resolve the problem? Sorry if I'm not clear or have make mistake to write about my problem.
