What should police do with unruly protesters?

Some back ground: Locally, the city council is working to tear down housing projects that are in deplorable shape. They were no in good condition before hurricane Katrina and the storm did the buildings in. People do not want these buildings torn down because they want to move back into them. The building were built in 1940. The housing authority roughly 300 units that a ready to be moved into, plus 500 apartments that can be rent subsidized. They are going to bring another 800 units online within the year. All of this is brand new housing. The protesters were against these old, dilapidated building being torn down and being replaced with nice new housing. They head down to the city council meeting. Once the room was filled to capacity, the protesters became unruly and did not allow the police officers to close the gates to city hall. After asking them to back away many times and people still not allowing the police to close the gates, the vice squad broke out the paper spray. After 2 sprays the crowed backed off and they were finally allowed to close the gate, but had to hand cuff it shut! I saw the live coverage of this one the news. Personally, I fell the police did the correct thing. The did not use excessive forces, they did not harm anyone (well besides irritation from the pepper spray) and they tried controlling the crowed before pulling out any pepper spray.
