The Product Innovation Fund, or the PIF, is a fund jointly established by the InterChurch Organization for Development Cooperation (ICCO, a development agency based in The Netherlands), the Microfinance Council of the Philippines, Inc. (MCPI), the National Confederation of Cooperatives (NATCCO) and Oikocredit Philippines in order to help encourage and motivate MFIs to pilot test their ideas on how to serve the agriculture sector and households in hard-to-reach areas. The main objective of the PIF is to stimulate product innovations in the fields of agricultural credit, savings and insurance for poor households in rural communities.
Job Description
The PIF will need a mission-driven individual, who will be handling the technical aspects of managing the fund. This will be in the areas of proposal review and evaluation, monitoring of fund use, and documentation, among others. The PIF Technical Officer will be employed by MCPI but will be reporting to the PIF Steering Committee, which currently has the following members: ICCO, MCPI, NATCCO and Oikocredit.
Tasks/Responsibilities
The PIF Technical Officer will be responsible for the following tasks and responsibilities:

Prepare all pertinent documents, such as MOAs, budget, minutes of meetings and communication letters.
*
Ensure the effective use of the criteria for selecting grant recipient
*
Ensure the effective marketing of the PIF to MFIs.
*
Manage the technical review of concept proposals and full-blown proposals. Ensure the timeliness of submission of proposals.
*
Coordinate the activities of the Steering Committee, such as meetings, monitoring visits, etc.
*
Maintain good communication with PIF Steering Committee members, MFI grant-recipients and the PIF Service Providers.
*
Liaise with the PIF Service Providers.
*
Manage communication, schedules and timelines.
*
Perform other tasks that may be assigned by MCPI or the PIF Steering Committee.
Skills/Qualifications/Experience
Individuals applying for this position should have the following skills, qualifications and experience:
* At least 3 years of professional experience with a MFI or an institution with microfinance programs or initiatives.
* BS/BA degree in business, finance, economics or other related fields. MS/MBA desirable.
* Knowledge of microfinance best practices and methodologies, particularly in product development.
* Experience in product development and agricultural microfinance desirable.
* Good communication and PR skills.
* Ability to deliver results on multiple priorities simultaneously.
* Has ability to work collaboratively.
* Disciplined, detail/work-oriented.
