Scandle in human organs

In recent times, scandle in trading human organs is come to light.There are some group of doctors are engaged in removal of kidney from poor people by inducing them to part away a kidney for a price and cheating them by paying very low price to the donar and making huge profit out of this trade.For this a set of brokers and a few Hospitals have link. I consider the offenders should be punished severely.At the same time Govt,welfare organisations should take an active role to eliminate this type of anti social activities. I want to know whether such scandle is prevailing all over the world? What is your view?
