Questions about Liberty Reserve

I don't really know much about this kind of paying system(I do know that it is suppose to be some kind of system that you get paid through)but I can't really find that much information out on it so I figured that some of you might be able to help me...is it like paypal???Is it easy to transfer money from that account to your bank account???Do they charge a fee for anything and if so what is it??Has anyone ever heard about them trying to scam anyone or not giving anyone their money...if so let me know???
