Hi. Gorillafootprints925. What I would do is take some warm water and fill the pot up to the burnt mark. Then you add some dish detergent. Let it soak for about 30 minutes to an hour. It should pull up easily. This would be if you have a non stick pan. If not, then you will need to let it soak, a couple of hours. You may need to add some bleach to the pan while it is soaking too.

It was a non-stick pan but I guess it was old and the non-stick lining is not as effective as it was when it was new.

Donot scrub with any hard object or metal at the bottom it will give a scratch and damage. Pour hot (not boiling) water into the pan. While doing so, pour it on all the edges wherever the burnt is stuck. Let the water cool. Use a liquid detergent. Add a drop or two to the water inside the pan. Let the pan soak in the liquid for an hour or so. Now drain down the water and scrub it with a scrub pad again no metal scrubbers should be used. It wont go off in the first scrubbing. Scrub it again by putting the liquid soap directly into the pan.
To avoid burning of milk, depending upon the vessel, use a laddle and keep churning it while boiling it. This way you will not spoil the vessel.

Add about a cup of cold water while heating the scorched pan over a low flame. Start with a flat edged metal or wooden scraper or spatula to loosen the burned food as it heats. Add a few drops of dish washing liquid. The scalded milk should loosen in no time. Adding some salt to the water will remove the smell of the burned milk on the pan
