There are so many different cameras to chose from these days. I had bought my first one about 6 years ago and spent nearly $250 for a 2 megapixel camera. That one finally gave out on me so I bought a little (not fancy) Sanyo which is 7.1 megapixels for $119. It's not a bad camera for the price and for no more than I use my camera for. The picture quality couldn't get any better for the investment.

I had an HP that I loved, but my kids broke it. I tried a GE - it was on sale so I figured why not. Hated it!!! Took it back and now I have a polaroid. It's not bad takes decent pictures, and has a pretty quick shutter speed, but isn't rechargable, and since I keep forgetting to buy batteries it is currently a paperweight. As far as pixels - more isn't neccessarily better. Unless your going to blow your pictures up into life size portraits you don't need 12mp. They just make huge files.
