There are several reasons why some people will not receive a tax rebate check. Invalid Social Security numbers and outstanding IRS tax debts are two culprits.
Wading through the tax rebate information provided by the IRS can be time-consuming and confusing. Most people simply want to know if they are eligible for a tax rebate and how much the rebate will be.
Who Does Not Qualify for a 2008 Tax Rebate from the IRS
Individuals without a valid Social Security number. An individual taxpayer identification number, or ITIN, does not count.
Individuals with less than $3,000 of reportable income (qualifying or otherwise).
High income taxpayers. Beginning at adjusted gross incomes of $75,000 for individuals and $150,000 for married couples, the tax rebate phases out by 5% of the amount of income over the AGI limit.
Nonfilers in 2007. No 2007 tax return = no rebate.
Dependents claimed on another person’s return. The individual filing the return will receive rebates for any qualifying dependents claimed.
Filers of Forms 1040NR, 1040PR, and 1040SS. This includes non-resident aliens, residents of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. Residents of U.S. territories will receive economic stimulus payments, but not from the U.S. government; their respective local governments will distribute payments.

Individuals should be aware that even if they qualify for a 2008 tax rebate, they will not receive a check if they owe the IRS money. The rebate will be used to offset any outstanding IRS tax debt.

Well, I can't find anything that says it will go to an offset for the department of education, just if you owe the IRS, so I guess that is good. Fingers crossed here

Wow you have been researching this field haven't you icy! I am so incredibly glad that I don't have to worry about things like this. Living in the Dom Rep and being a UK citizen these sorts of things don't apply to us. PHew! I really hope you can get this sorted. Good luck my friend and thanks for sharing this with us.

Yes I have. Seems to be some people don't know what to believe about this. I was searching to see if the Dept. of Edu can take ours. I didn't see anything stating that, but I am not sure of it

Wow, it looks like you did a lot of copy and pasting here. I can tell you that's no good..so remember you should think of some good discussion ideas. Well I will be getting a check because I filed my taxes and none of those situations apply

I don't know about the Stimulus checks but they do take your tax refund for owed student loans. My friend had hers taken for that. She is not expecting a stimulus check but if she gets one she will be happy!

All I found is that if your payment is applied to offset a debt, you will be notified by mail.

We should get a rebate check as far as I know. We do not owe the IRS anything and we don't have anything like student or goverment loans. I think if they are going to keep your rebate to pay something they will send you a letter in the mail as to what they applied your rebate to.
