The difference between teasing and lying

I have been having this issue with my girls ages 8 and 4. One likes to play and tease. The other thinks she is lying and gets very indignant about it. I have tried to explain the difference. Can anyone offer up an easy way to explain the difference?

what kind of things does she tease about that the other mistakes for lying? I know i went through the same kind of thing with my son. Its even more confussing when they learn about sarcasm.
