Annual general meetings for hockey associations email this discussion to a friend?

How is it decided who is a member, of each association, and how many votes that member would be allotted if enlisted in 2 different associations. That is to say in hockey, a parent may have children playing in different associations. Is that parent allowed to vote in each association or do rules dictate that only one vote shall be cast regardless. I wonder how this parent would decide where the vote should be cast in an AGM situation. Who is to decide which issues are worthy of that all important vote and which association would receive your support. I guess the best description would be to describe the events leading to my question. At a recent hockey Annual General Meeting there was an election. A secret ballot system was used and the result was broadcast for all in attendance to hear. The actual votes cast for each individual were not reported as is the norm in this case. A winner was declared. After the vote the loser of the election was informed that the vote result was close (8-7), this person then decided that they would contest the vote based on a member voting illegally. The point being that this member was involved with 2 associations. Was the deciding vote cast illegally? Should a parent be able to vote on issues a 2 AGM's? This is the question put forth. If any one has any insight into this problem please respond.
