how do you make new friends?

if i have something in common with some one and conversation goes really well it's no doubt in my mind that i will ask that person for their number or email address to keep in contact.i mean how often do you meet people who had the same interest and views like your self.Any way read this story i am about to tell you.Recently i attendded a small dinner party my best friend hosted,during this gathering i mingle with a few people, some seem boring and uninterested you know,so my friend comes and introduce me to one of her good friends he seems cool,interested,so we hang out and spoke through out the party, i am not interested in him as any thing besides him being a friend, i mean not every guy you meet has tobe a potential relationship so we exchange email address, he said whenever i am online to give him buzz so said so done,you know when i called him he said he has something to ask me,and that it was awkard he wants to know if i am interested in him as in " a realtionship", confused as i am i said well no, you seem like a really cool person to hang out with,so he said okay, he' happy cause he doesn't want to hurt any ones feeling:)lol,i said okay. some weeks after i send him an email asking how he is going after a couple of days i checked my email there's no reply. only until yesterday i saw him online, i asked him why he didn't reply he said that i am moving at a speed,and that friendship takes a while, hell i know friendship takes a while, he acted as if i was disturbing or stalking him, i didn't know you can move to fast with friendship, i am not asking you for anything, so i said okay, i am still confuse, what does he means, if i am wrong please mylot friends if i was moving to fast with friendship, i wasn't asking to be best friends,
