China, Hit by deadly Earthquake is welcoming foreign help, Burma is Not why?

Children are dying in Burma,close 30,000 are now dead, more dead bodies are being found in Burma, yet the Military leaders are not even allowing relief from America and Europe, countries willing and able to help, what is really wrong with the Military rulers in Burma, why didnt the cyclones come from th direction of their homes, why didnt they instead die? Am very sad about what these Burmese leaders are doing-look at China, they are welcoming every effort of the International community and their Army is really working very hard to rescue the people, what is in the Head of the Military leaders in Burma, some one tell me?
