children & motorcycles

I was just wondering why a child up to 18 has to be seat buckled in a car, yet, any age can ride on a motorcycle? I think that either they should add seat belts to motorcycles for under the age or enforce the law for motorcyclist to wear their helmets, at least the children!!!
I wear my buckle all the time and I think all should, but I am more concerned of the children who don't have them when riding the motorcycle never mind a helmet!! I've seen a child no more than 5 the other day on the back of one and he didn't have one on,,,,just concerned thats all....
Can anyone answer why there are no rules for children on a motorcycle yet just in a car?

I myself after thinking about this can only think of one logic reason, If the bike was to tip over the child would have a better chance of surviving an accident if he was tossed from the bike. Bikes tend to explode easier the gas tank is right there with nothing to protect it like a car. Well at least that makes sense to me.
