i consider myself frugal, not only because it is necessary but also because i don't see a good reason why we have to waste money, time and so many things.
so here are ways that show how frugal i am on the things that you listed.
FOOD - i always bring lunch to work. i don't see why i have to spend $10-$15 for a lunch that is not only not healthy but most of the time, does not taste good as well. if i am going to eat at a "proper resto" every lunch time so that i could eat tasty food, then i would have to WALK going to work coz i wouldn't be able to afford paying my car and filling it up with gas!
when i eat out, i usually order the smaller portion of the regular entree, since i can't eat everything in the regular order. for others, it is just regular for them, but for me, the regular entree is good for my two or three servings even. so ordering the smaller portion or the petite portion not only saves me money but clear my conscience as well.
at home, i buy the fruits and vegetables that i could eat within the next two weeks only. because beyond that, fruits and vegetables are not fresh and edible anymore even if they are in the fridge. the tendency for the leftovers after the second week is to throw them out. and it is just like throwing your money in the trash!
now, let's go to TRANSPORTATION - since i bring my car to work, i make sure that i drive from home to work only. if there are errands that i need to run, i put them all in one day so that i could save gas and time as well. if i have to someplace wherein a public transportation is available, i ride there. it saves me gas and i don't have to drive. although, it takes a little bit longer than when i drive on my own.
ELECTRICITY/WATER BILL - turning off thngs that i don't use, taking the plug out of the sucket, turning off the faucet while brushing teeth, etc etc
i do all those things that they say save water and electricity consumption, and so far all of them work! my bill is not that high. i would say it is even a little bit below the average bills.
EVEN WITH THIS FRUGALLITY, THE THING IS I DON'T DEPRIVE MYSELF OF ANYTHING I WANT. IF THIS IS THE CASE, THEN I WOULD FEEL MISERABLE WITH THE SAVING I AM DOING AND IN THE END, I MIGHT SPLURGE UNNECESSARILY OR GET TIRED OF IT AND JUST WASTE! SO WHAT I DO IS SAVE ON THE THINGS THAT CAN BE SAVED AND STILL HAVE FUN!!!

When it comes to food I would say I am moderatly frugal. We only eat out once or twice a paycheck (two to four times a month). I try to only buy what we need to make our meals when at the grocery store. I get a few extra snacks but not too much to throw our budget off.
Transportation is becoming very frugal. Gas in California is ridiculously high and I just don't want to pay that much. Plus, we have a big truck that takes a lot of gas and eats it up quickly. I try to only run out into town once a week and hit all of my stores at once.
As far as electric and water we are lucky that it is included in our housing so we do not pay that bill. Even still I am very good about conserving because I think it's important to do so these days.
