I just drew my cat, Gracie (a.k.a., "Ninja Kitty" 
) in Photoshop. I'm getting better with cartooning in Photoshop. In some ways, it's more forgiving that pencil on paper. In other ways - not so much.

I can do a lot on photoshop but I didn't try drawing yet.
I have one of those tablets, it is sitting in the corner, maybe is time to try it for drawing....
