The admin of SeaBux has a great sense of humour. I explored the site and clicked on upgrade. This is what it said:
WARNING: if you will click on "Pay Now" button and don't pay, we will kill you.
Enough of fun, now seriously. Click on "Pay Now" button only if you have money on your AlertPay account and you are ready to purchase your order.

When I clicked on More Cashout Info, here's what it said:
Convert to Cash
NOTE:
Our minimal cashout: $2.00
But if you will request cashout under $10.00, we will take off $1.00 from your cashout!
For example: if you will request $5.76, you will obtain only $4.76.
But if you will request $10.00 or more, you will obtain it all.

I think one should just wait until $10 then. What do you think?

I would say wait till $10.00, else you just end up wasting however long it took to that $1 that they take. Since it seems like a reliable site I would just wait.
