Nijntje / Miffy's creator very harsh on copyright in child daycare and schools

Mr. Bruna has been out there tracking down illegal use of his character Miffy. This has come to such an extend that it's not legal anymore to use images and change them into colouringimages for the children in your child daycare or school. Toddlers love these images and I see no harm using them if you are not asking money for them, even though I can see child day care and schools are larger organisations. Thing is, there are a billion other characters that are being handed out, copied as a colouringsheet, and I never heard other authors complain. How do you feel? Is it fair or should they be hunting down bigger issues? Not adding a pic of miffy due to copyright restrictions, and please don't do it yourself either if you don't want to get sued.

I have no idea who Mr. Bruna or Miffy is. Elaborate for me?
