|  I am not sure anybody is ready for my oppenion on this topic but here goes.
The woman set on the beast with seven heads and ten horns. Women in the book of revalations represent three diferent religions or faiths. There is the woman with a crown of twelve stars that represent Isriel, There is the bride of christ wich is his church, then there is the other woman, a religion that is very old.
There are sevral beast mentioned as well. There is the dragon with seven heads andten horns and seven crowns, a beast rising from the sea with seven heads, ten horns and ten crowns, and a beast rising from the earth haveing two horns who had the apearince of a lamb but spoke like a dragon.
The first beast is Satan or Halel Ben Shaar, the fallen one. The anciant serpent or dragon. the next two beasts are men who will come. The Dragon gives the first of these beast his power, and seat (thrown), and the last of these beast is a man who can only show his power in front of the beast mentioned before. So what does this mean? It means there will be two men coming who we call the beast and the false prophet. The beast will deman that all give him athority and fallow him, and will actualy in time claim to be god, the other man called the false prophet who apperance is that of a lamb (Jesus the Lamb of God) will insist that the world worship the former beast. So we will have a ruler come and another claiming to be Jesus. And this false christ will mislead the earth to worship the beast. Also it should be mentioned about the beasts head, the death wound. This man once was, and is not, but yet will rise from the pit. Satan will animate this body, bring it back to life as it were, and give him power.
The woman who rides the beast is like I mentioed a religion or religious beleif. Babylon the Great, An old babylonian religion, where the beast will first make his appearence. He will make his capital in the anciant region of Babylon, not the old city of babylon but another city in the land of babylon. This is why he is also called "the Assyrian". You see that the woman rides the beast, but the beast hates her, and will destroy her, and then as you mentioned the seven heads are seven mountains on wich the woman sets, and is also a city. So you asked where is this city? You must look at the beast, and the religion from where he comes, It is easy to say that this city is Rome, but you are makeing montains out of mole hills. Rome sits on sven hills, not montains. The hint is in the next verses, see that the world buys their products, and mercaints have become rich because of her. Sure Rome in its time had become a power house, but it did not export, it was an import econonmy, it did not have spices and silks and oil. And even the great Church of Rome, can not equil the welth and power of this other great city of seven montains.
Sorry I will not name it here, But the beast will turn against this city, and the whole of the people, because many will refuse to worship him as God and fallow him, not just the christians jews, but many will see thruogh him. But the ten horns who are ten kings or rulers, will also demand the people to follow the beast, and they will pledge their lands, armies, and wealth to the beast. Their armies will march against the West and Jerusalm. And then something strange will happen that the beast does not exspect. The true Christ returns with his armies and we are changed at that instance, and we and the Angels of God and his Christ shall kill the beast and the false prophet, and Satan will be bound in the pit.
