University or Polytechnic?

For someone that is gifted and can do so many things,i mean naturally gifted.do you think it's better for such a person to go to the University or the Polytechnic? Should there be a close follow up for such a person,if so must he or she be allow to develop dangerous things that work with hazardrous materials,without been supervised?
