if you could create your own national holiday what would it be and when?

I'd make a national recycle day where it's mandatory for everyone to recycle that day, I'm not sure when i'd have it, maybe the first day of spring sense most people "spring clean" anyway. more people should recycle. and i think if we at least had it mandatory for one day it would help and maybe inspire more people to do so.
