What are those voices about?

I am used to hearing voices on my telephone line for a while now,whenever i am talking, i can virtually hear some other people talking and discussing and atimes it corresponds with what i am talking about,can somebody tell me what i can do to stop this,should i involve the authorities or something? Before,i was not bothered with these intrution, but now i think it"s against the law,i mean someone interfering into my personal life without orders should stop this.
