Government offices are lacking youthful energy!

I felt today that the government offices are missing the energy of youth in the administrative departments, at least in my country they are. I was trying to get a land-line connection in place of my current CDMA connection. I wrote application to the local exchange a couple of times and personally visited the officers as well, but the staff there seemed to be quite old and lazy. Today when I again went there I met the junior officer as the senior was on vacations and after talking to him, for the first time I felt like my request will be fulfilled. Is the offices really short of people who can work or who want to work?
