OK so I have Zeus

Ok I have a mini pin named Zeus. He is sweet and very active. But for some reason I cannot get him to potty outside. I have tried. I take him out all the time stay out for an hour or two at a time and even put one of his pee pads out there. He will not go outside. Can anyone help me please? I don't want to get rid of him but I also can't have him sh*ting in my new house either. Any suggestions would help.
